Hoarding is a costly and resource-intensive problem for social housing providers. It is now recognised as a mental illness and with that comes protection for the hoarder in terms of enforcement action. It is estimated that the average hoarder costs a provider at least £35,000 over the life of the tenancy, and this figure is corroborated in independent findings. Jack Moore specialises in dealing with hoarding disorder and is a popular speaker at national safeguarding events and conferences.

Jack is the Chartered Institute of Housing’s national trainer on hoarding. He is a proponent of partnership with Fire and Rescue and a shared hoarding database, use of the Clutter Image Rating, investment in Cognitive Behavioural Therapy for relevant cases, action planning with strict timescales, and relapse prevention.
